National Conversation, Rising Security Concerns, and Reasons Why State Police Framework Nears Completion

INTRO: The Presidency says the creation of state police has moved from debate to drafting, with a constitutional amendment expected “in the coming weeks.” Chief of Staff to the President, Femi Gbajabiamila, briefed State House correspondents Thursday after a high-level consultative meeting at the Presidential Villa, Abuja. Here are five key reasons why state police framework nears completion.

Gbajabiamila said the process, initiated on President Bola Ahmed Tinubu’s directive, “has advanced considerably over the past three to four months.” The consultations now focus on “finalising the constitutional amendment required to establish state police.” The meeting brought together Deputy Senate President Jibrin Barau, Deputy Speaker Benjamin Kalu, Attorney-General Lateef Fagbemi, and Inspector-General Kayode Egbetokun, showing buy-in across the legislature, executive, and security leadership.

The National Conversation Has Shifted From ‘If’ to ‘How’: According to Gbajabiamila, “the national conversation has shifted from whether state police should be created to how best to structure its legal and institutional framework for effective operation.” That shift is one of the reasons why state police framework is reported to be nearing completion — the policy question is largely settled, and technical work on “constitution and legalities” is underway. “Establishing state police is not something that you do with the snap of the fingers,” he said, “and thank God we have now gained a lot of traction.”

Constitutional Amendment Work Is Already Ongoing: The Presidency confirmed that “work is ongoing on the constitutional amendment” and that “enabling legislation would follow once the amendment is secured.” This sequencing explains another of the reasons why state police framework nears completion: drafters are tackling the constitutional hurdle first, then moving to the laws that will operationalize state police. Gbajabiamila noted that President Tinubu “would be presented with a comprehensive report on the outcome of the consultations.”
