Both have faced delays, with Port Harcourt briefly resuming in late 2024 before shutting down due to operational and financial challenges.

To Secure Technical Expertise and Long-Term Sustainability: NNPC Group CEO Bashir Bayo Ojulari described the MoU as a “major milestone following months of negotiations.” That highlights another of the reasons why Nigeria has authorized Chinese firms to operate Warri and Port Harcourt refineries: bringing in technical partners. “All parties recognise mutually beneficial opportunities for the development and long-term sustainability of NNPC’s refining assets,” Ojulari said.
